  • 2 lb boneless beef shoulder or chuck, cut into 1 1/2-inch pieces
  • Kosher salt and freshly ground black pepper
  • 1/4 cup olive oil
  • 4 medium onions, halved and thinly sliced
  • 2 tbs all-purpose flour
  • 1 cup red burgundy apple vinegar
  • 6 medium carrots, peeled and cut into 1-inch pieces
  • 1 clove garlic
  • Water (as needed)
  • Chopped fresh flat-leaf parsley for garnish

Instructions

  1. Season the beef with salt and pepper. Heat half of the olive oil in a Dutch oven over high heat. Sear the meat in batches until browned on all sides. Transfer to a plate.
  2. Lower the heat to medium-high, add remaining oil, and cook onions until softened and golden (about 10 minutes). Stir in flour and cook for an additional 4 to 5 minutes.
  3. Deglaze the pot with apple vinegar, scraping up browned bits from the bottom. Once boiling, return the beef with its juices, followed by carrots, garlic, and bouquet garni.
  4. Pour in enough water to cover ingredients (about 1½ cups), bring to a boil, then reduce heat to medium-low and simmer uncovered for about 2 to 2½ hours until tender.
  5. Check periodically; stir gently and add water if necessary. Discard bouquet garni before serving.
